John Mencer
John Mencer is a co-founder and has been a partner in the cyber security firm, Coalfire Government Systems, Inc., since 2005. He provides expertise to the private and public sectors on cyber, white collar crime, homeland security, privacy and disaster planning issues.
Mr. Mencer was a Special Agent of the FBI for 24 years. During his career, he served in Newark, NJ, at FBI Headquarters in Washington, DC and in Denver, CO. He has management, investigative and legal expertise in Computer Crimes, Critical Infrastructure Protection, Terrorism, and National Security and Privacy Law.
During his FBI career, Mr. Mencer founded and organized the division’s first Cyber Crimes Squad, the InfraGard Denver Members’ Alliance and co-founded the Colorado Regional Computer Forensic Laboratory @Douglas County, which was later merged into the FBI’s Regional Forensic Laboratory.
Following retirement from the FBI, Mr. Mencer served as the Executive Director of the Colorado Emergency Preparedness Partnership (CEPP), a public-private sector partnership designed to enhance emergency planning and preparedness throughout the state and region. During this time, he also served on the Regional Interagency Steering Committee of FEMA Region VIII, and was one of two private sector members of the Governor’s Homeland Security Advisory Committee for the State of Colorado.
From September, 2012 until September, 2015, Mr. Mencer served as a trustee and chairman of the Foundation of the Society of Former Special Agents of the FBI, a national charitable organization whose members are retired and former Special Agents.
Mr. Mencer has Juris Doctor and Masters of Science degrees. He is admitted to the bars of the states of New Jersey and Pennsylvania (inactive status). He has lectured on privacy law matters at the University of Denver School of Law, and is a qualified expert witness on issues of privacy and white collar crime.
Harley Rinerson
Harley D. Rinerson is the President of Coalfire Government Systems, Inc., (CGS), with extensive experience specializing in cyber security, strategic and tactical planning, compliance management, program management, systems integration, information sharing and interoperability strategies, and emergency management.
Mr. Rinerson has a long and diverse background in communications and information technology beginning with a distinguished 23 year military career. Since then he has held the following positions:
The Director of Compliance for the Denver International Airport.
The first Chief Information Security Officer for the State of Colorado, where he initiated and developed Colorado’s Information Security Strategy and the Colorado Information Security Program.
The Chief Information Officer for Colorado’s Department of Military and Veterans Affairs where he developed Homeland Security/Defense strategy for Colorado in communications interoperability, integration, and information sharing. Until recently he served as the Chairman of the Subcommittee on Cyber Security for the Governor of Colorado’s Homeland Security and All-Hazards Committee.
Mr. Rinerson has provided additional community leadership as Colorado’s representative to the information security Multi-State Information Sharing Analysis Center (ISAC), was the President of the Federal Bureau of Investigation-sponsored Denver Chapter of InfraGard, and is a Senior Advisor to the Colorado Emergency Preparedness Partnership. Mr. Rinerson is a licensed pilot, has a Masters of Business Administration degree from the Colorado State University and is a qualified expert witness on cyber-related issues.
